North America including USA and Canada is a traditional immigration destination. The number of Chinese immigrants has exceeded 5.1 million. The huge Chinese community consumption, multicultural social genes, and the inexhaustible charm of Chinese cuisine have made the North American market more attractive to Chinese food. Demand has become stronger. Canada’s imports of Chinese food products have increased by 115.7% from 2007 to 2018, while the United States has increased by 93% from 2009 to 2018. The considerable profits in the North American market have made more and more Chinese food export companies look forward to entering.

However, North America is also one of the regions with the most stringent food safety regulations in the world. The Canadian Border Agency (CBSA) and the Food Inspection Agency (CFIA) conducted random inspections of imported food at the ports of entry and circulations places. Only from 2017 to 2019, nearly 900 cases of non-compliant foods, including non-compliant labels, undeclared allergens, dangerous foreign objects such as glass and metal, and harmful pollutants, were detected from imported Chinese food. In 2020, the US Food and Drug Administration (FDA) has detected 4281 cases, triggering returns or recalls, causing import and export enterprises to suffer economic losses as well as business reputation. Of particular concern is that the Canadian government has implemented the new and stricter “Safe Food for Canadians Regulations (SFCR)” from January 15, 2019. After a two- and-a-half-year transition period, all new regulations will put into mandatory effective from July 16th this year.
