18 Mar, 2021

Recently, General Administration of Customs China (GACC) announced a record high number of 2001 unqualified and not admitted batches of imported food in 2020, which is double the number in 2018 and a 12% increase from the number in 2019. It is noteworthy that in just January this year, the number of unqualified and not admitted batches has already reached 184 which shows a 57% increase from the number in January last year; the upward trend is increasingly severe.

The monthly number of unqualified and not admitted batches

The major cause of the unqualified and no-admittance is due to products’ quality not meeting Chinese national standards so called GB standards. Among the total 2001 rejected batches, 873 batches (43.6%) were rejected due to the non-conformity. Unqualified items include over-limit use of food additives, over-limit use of nutritional supplements, detection of animal disease, microbial contamination, excessive pesticide and veterinary drug residues, product mildew, detection of unapproved ingredients, impurity, detection of unlabeled/unapproved/undeclared genetically modified ingredients, corruption of food, heavy metal pollution, excessive biotoxin, violation in use of chemical substances, etc. The rejected batches were either returned or destroyed, bringing not only financial losses but also reputational losses to import and export enterprises.

CCIC Canada wishes to remind import and export enterprises that different countries and regions have different standards, “International standard ≠ Chinese GB standard”. In order to facilitate the exporter and importer to figure out whether the products are safe for customs clearance, CCIC Canada is providing Chinese national standard (GB) consulting and testing services:

  • GB consulting: reviewing and comparing the manufacturer’s standards to the GB standards, finding out the differences, highlighting the items that need particular attention and offering adjustive advices, to assure the products quality by system.
  • GB testing: sampling and testing according to GB standard, pointing out the non-conformity and the items with potential risk by analyzing the test results.

Being the largest inspection and certification body of China, CCIC is operating the only food-testing laboratory abiding Chinese GB standards in Canada. Aiming to facilitate the trades between north American and China, CCIC Canada has built cooperative mechanism with the customs of China.
